The Endangered Environmental Laws Program is managed by the staff of the Environmental Law Institute, including:
Jay E. Austin, Senior Attorney and Director, Endangered Environmental Laws Program
Jay has worked on a wide variety of ELI’s international and domestic programs over the past fourteen years. His expertise lies in providing legal analyses of existing and proposed environmental laws, commenting on trends and emerging developments in caselaw, and in training activists, judges, and other enforcement officials both domestically and abroad. Prior to joining ELI, he clerked for Judge Michael Boudin on the U.S. District Court for the District of Columbia. He holds a JD from the University of Virginia School of Law, where he served as Articles Development Editor for the Virginia Law Review and was a Hardy Cross Dillard Scholar. He is a member of the Oregon bar.
James M. McElfish, Jr., Senior Attorney and Director, Sustainable Use of Land Program
Jim has led previous ELI efforts designed to counter radical “takings” legislation, and he has conducted research aimed at assuring citizen standing to address environmental wrongs. The author of numerous studies, books, and reports on land use, water quality, mining, regulation, and biodiversity, Jim has been with ELI since 1986. He serves on the steering committee of the Smart Growth Network. From 1981-86 he was in private practice as a litigator with the Washington, D.C. firm of Dow, Lohnes & Albertson, and from 1979-81 he served as attorney-advisor in the Solicitor’s Office of the U.S. Department of Interior. He earned his JD at Yale Law School.
D. Bruce Myers Jr., Senior Attorney
Bruce has extensive experience working on an array of environmental issues in the United States and Africa. He has also served as a litigation attorney with the Washington, D.C. office of Goodwin Procter LLP (formerly Shea & Gardner). Previously, he clerked for Senior Judge Edward Rafeedie of the U.S. District Court for the Central District of California, at Los Angeles. Bruce is a graduate of the University of Virginia School of Law, where he worked on the editorial staff of the Virginia Law Review and was a Hardy Cross Dillard Scholar. He is a member of the California and District of Columbia bars.
Lisa Goldman, Staff Attorney
Lisa has worked on a number of domestic and international projects since joining ELI in 2004. Before coming to ELI, she spent two years as a staff attorney litigating environmental cases with the Institute for Public Representation at the Georgetown University Law Center. She also clerked for Judge Robert J. Timlin of the U.S. District Court for the Central District of California. Lisa graduated from the University of Pennsylvania Law School, where she was a Public Interest Scholar and a Senior Editor of the University of Pennsylvania Law Review. Prior to law school, she spent three years in Niger as a Peace Corps volunteer working in natural resources management.
Yen P. Hoang, Research Associate
Yen has conducted research on forest land management, community participation, and wildlife conservation issues. Before joining ELI, she spent a summer as a Lorry Lokey Intern at Environmental Defense analyzing State Wildlife Conservation Comprehensive Strategies. She also worked as a paralegal for Finkelstein Thompson LLP, a consumer protection law firm in Washington, D.C. Yen received her BA with honors in Human Biology from Stanford University in 2005.
